How to coordinate the activities of individuals to effectively help children
Konrad Komornicki, the Deputy President of the Personal Data Protection Office, took part in the conference summarising the "Functional Assessment Innovation and Implementation Project" organised in Katowice by the Ministry of National Education. The conference was attended by, among others, representatives of the Ministry of National Education, the Ministry of Health, and the Ministry of Family, Labour and Social Policy.
The main objective of the project is to increase the quality and effectiveness of coordinated, cross-sectoral, support provided to children, students and their families and the environment in which they function at the local level.
The Deputy President of the Personal Data Protection Office participated in the panel dedicated to the implementation of cross-sectoral support and in a discussion on the Cross-Sectoral Support Model and the conditions for its implementation in the context of functional assessment and evaluation of child support.
Konrad Komornicki began his speech by emphasising the importance of Art. 57 of the GDPR, according to which the President of the Personal Data Protection Office coordinates, educates in the area of personal data protection, but also identifies security risks regarding the processing of personal data, with particular emphasis on children. The discussion in which the Deputy President, Mr Komornicki, took part concerned the creation of a central ICT system, an cross-sector database for data acquisition, which - as the Deputy President emphasised - is particularly important in the case of large migration of residents, such as in Poland. He also drew the panellists' particular attention to a problematic issue - how to reconcile facilitating accessibility to services with a strong intrusion into individuals' privacy? He noted that the data that will be included in the cross-sector database, from which specialists will draw knowledge about children, cannot be redundant. He also explained what GDPR’ basics the system must meet in order to function properly.
The Deputy President of the Personal Data Protection Office assured the Ministry of National Education of his full support and commitment to the project so that it could be implemented without unnecessary administrative decisions, while preserving the security of personal data, while stressing how important the cooperation of a number of ministries is in developing a common model.
